Border Service: Kyrgyzstan is ready to ensure round-the-clock operation of the Karkyra checkpoint during the tourist season

The Kyrgyz side is ready to ensure round-the-clock operation of the Karkyra checkpoint on the Kyrgyz-Kazakh border. This was announced on September 22 by the Deputy Chairman of the Border Service Mansur Isakov at a meeting of the Jogorku Kenesh Committee on International Affairs, Defense, Security and Migration.

The Committee considered a draft agreement between the Cabinet of Ministers of Kyrgyzstan and the Chinese government on the construction of a road border bridge across the Uzengi-Kuush River at the Bedel checkpoint.

Deputy Medina Kairylbekova noted the increase in tourist flow to the Issyk-Kul region and raised the issue of the operating mode of the Karkyra checkpoint. According to her, tourists traveling through Kazakhstan face time restrictions for crossing the border.

“The operating hours of the Karkyra checkpoint were initially agreed upon between the governments of the two countries as 24 hours a day during four seasons. However, the Kazakh side unilaterally, citing a small flow of tourists, changed the opening hours from 9:00 to 18:00. Now the point is open from 9:00 to 20:00. This did not happen on the initiative of the Kyrgyz side. We informed senior management about this,” Isakov said.

To the deputy’s clarifying question whether the Kyrgyz side is ready to receive tourists through the Karkyra checkpoint around the clock, Isakov answered in the affirmative.

“Yes, the Kyrgyz side is ready to work 24 hours. The question that is arising now is related precisely to the regime established by the Kazakh side. The Border Service of Kyrgyzstan, for its part, is ready to ensure round-the-clock operation of the checkpoint,” he said.

Oil traders have monthly fuel reserves, the main problem is incoming volumes, — Association of Oil Traders

President of the Association of Oil Traders of the Kyrgyz Republic Kanatbek Eshatov September 22 reported Tazabekthat oil traders have approximately a month’s supply of fuel, and market participants monitor it daily for six months.

Eshatov also said that a very small volume is now coming from Russia and not in the quantity that the oil traders themselves want, due to the fact that the refineries themselves provide insignificant offers.

Oil traders, as he continued, “are looking for all the ways,” are constantly considering diversification, and if there are volumes somewhere that match the quality and prices, then companies will import them from anywhere. At the same time, Eshatov, when asked about the difference in prices relative to those for Russian fuel, clarified that prices for fuel and lubricants are different everywhere.

On the night of September 20, Ukrainian forces attacked the Moscow oil refinery in Kapotnya. As a result of the attack, two key AVT primary processing units were completely disabled, after which the company stopped oil refining.

Attacks on Russian oil infrastructure are becoming increasingly long-range and precise: new Ukrainian drones are capable of covering up to 3,000 km, are more resistant to electronic warfare and can hit specific refinery installations. After massive drone attacks, missiles are also used, including possible ballistic systems. At the same time, the attacks come in waves: from January to May, at least 16 oil refineries were attacked and disabled, and in August at least 22 attacks were recorded — the maximum in a month since the start of the war.

The intensity of the attacks continues despite calls from US President Donald Trump to stop attacks on Russian energy infrastructure. The attack on the Moscow oil refinery occurred just a few days after his statement.

Meanwhile, Russian refining has already decreased by about 30% year-on-year, and the consequences are felt in the domestic market: in the summer, shortages affected 92% of regions, in two-thirds of them restrictions were introduced on the sale of fuel, and queues at gas stations reached tens of hours. In August–September, restrictions and long queues reappeared, including in Moscow, and if the pace of attacks continues, the situation may worsen by winter.
