Tazabek — In Kyrgyzstan, it is proposed to extend the current mechanism for paying taxes and insurance premiums through digital platforms not only to taxis and courier services, but also to other types of casual employment. This was announced on September 28 by the Deputy Chairman of the State Tax Service Kubanychbek Ysabekov at a meeting of the Jogorku Kenesh Committee on Labour, Health, Women’s Affairs and Social Issues.

According to him, now for taxi drivers and couriers working through the information systems of tax agents, an income tax rate of 1% applies. Another 1% is withheld as an insurance premium.

“For 7 months of 2026, 231 million soms of income tax and 231 million soms of insurance premiums were paid for 110 thousand people,” Ysabekov said.

He said that the Jogorku Kenesh has made changes to the Tax Code, which provide for the extension of a similar mechanism to other types of work through digital platforms.

“There are people who do not work all the time, but do occasional jobs: they can clean a house, help with a move as loaders, or work as washers. It is proposed that they also receive orders through the platform and 1% is deducted from their income,” he said.

Deputy Chairman of the Social Fund Gulnura Dzhumataeva said that insurance premiums for taxi and courier service workers are 1% until 2028, from 2028 to 2030 — 2%, after 2030 — 5%.

According to her, of the withheld insurance premiums, 90% goes to the Pension Fund, 10% to the Compulsory Medical Insurance Fund.
