The Ministry of Economy proposed to transfer the function of monitoring the collection of administrative fines from the Tax Service to the Ministry of Internal Affairs - Tazabek

Tazabek — The Ministry of Economy proposed to transfer the function of monitoring the collection of administrative fines from the Tax Service to the Ministry of Internal Affairs. The Ministry of Economy reports this in a certificate accompanying the new bill.

To achieve this, it is proposed to amend Article 35 of the Code on Non-Tax Revenues of the Kyrgyz Republic. As explained in the certificate, today the main tasks of the State Tax Service, according to the regulations on this structure, are to ensure the full and timely receipt of taxes, insurance premiums and other payments. At the same time, according to Article 35 of the Code of the Kyrgyz Republic on non-tax revenues, the Tax Service is charged with monitoring the collection of fines imposed by authorized bodies (state and municipal institutions).

“However, due to the lack of information from the Tax Service on the timely collection of fines, it is necessary to conduct on-site inspections of all authorized bodies (state and municipal institutions).

As you know, today the Tax Service, within the framework of digitalization, is working towards a transition from the principles of verification to the principles of service.

In this regard, in order to optimize the functions of government bodies and reduce unfounded inspections, he considers it appropriate for internal affairs bodies to exercise control over the collection of fines imposed by authorized bodies,” the Ministry of Economy explained.
