Tazabek — The agreement between Kyrgyzstan and the Hong Kong Special Administrative Region is aimed at eliminating double taxation and preventing tax evasion. This was announced on September 28 by the Deputy Minister of Economy and Commerce Iskender Asylkulov at a meeting of the Jogorku Kenesh Committee on International Affairs, Defense, Security and Migration.
According to him, the document provides for the exchange of information between competent authorities and should exclude the possibility of using the provisions of the agreement to evade taxes.
“The main objective of the agreement is to prevent tax evasion by residents of one country in another contracting party or the misuse of the provisions of the agreement,” Askylov said.
He added that the agreement is also aimed at creating conditions for attracting foreign direct investment to Kyrgyzstan.
According to the deputy minister, to date Kyrgyzstan has concluded agreements on the avoidance of double taxation with 38 states.
At this meeting, the committee considered a bill to ratify the agreement between Kyrgyzstan and Hong Kong on the elimination of double taxation with respect to taxes on income and capital and the prevention of tax evasion. The document was signed on March 2, 2026 in Bishkek and Hong Kong.
